That's true of most slang: there's often a neutral original sense, then an offensive sense. Or the word gets worn out through overuse and becomes tolerable in some contexts. I mean, cabrón originally meant "goat," but just try calling someone a goat. It also can be used to tease friends, but you'd better know the friends really well to try it, or you'll get punched out.
